WARM Program

WARM Program

A free weatherization and energy education program for Penelec’s residential customers. The goal of the program is help low income customers save energy and money by reducing their use of energy. After studying the customer’s electricity usage and inspecting the home, the representative will identify ways for the customer to reduce electricity usage and improve the home. A customer’s electricity usage determines the type of services that may be administered. Possible measures that may be taken include:
  • Insulating attics and basements
  • Caulking of air leaks
  • Insulating the hot water heating depending on rating
  • Insulating hot water pipes
  • Replacing hot water heaters
  • Compact florescent bulbs
  • Replacing the refrigerator
  • Replacing air conditioners
Applicants must be customers of Penelec electricity and fall at or below 150% of the Federal Poverty Income Guidelines. Customers must either have electric heat, an electric hot water heater or have high electric usage. Under certain circumstances, Penelec may approve WARM III weatherization measures for those falling at or below 200% of the Federal Poverty Level.
Penelec makes all referrals and approves applicants for this program.
